In a sign of the times, residents of Santa Cruz, Calif., are getting busted by "water cops," sometimes after being tattled on by neighbors, for using more than their allotment of 249 gallons of water per day for a family of four. The national average of daily use by a family of four is 400 gallons.
With no underground sources of water from which to draw, Santa Cruz finds itself in even more of a quandary than much of the drought-stricken state where rationing has been invoked in a number of communities.
